"You can change your decision as often as you like" is a lie
Regarding voting to end a galaxy - it appears that if you vote to end a galaxy, you can change your decision for several turns, but after a certain point (still before the end is announced), if you voted to end the galaxy, you can't take it back!

There is only one factor that defines if the vote button is enabled or not: the "galaxy-progress-rate", which is based on the scores of players in relation to the galaxy's overall score.
What probably happened here was, that the first player pulled away, which resulted in a high enough GPR to turn voting on. Then the leader was attacked and/or cut back in score, so that the GPR shrunk again below the threshold -> voting turned off again. Now that the galaxy has further progressed, the GPR is high enough to turn voting on again.
