• Run Governor Build Loyalty
• Run Governor Build Researcher
• If number of Citizens is equal to 100% of Population Limit
  • Set Recruitment Rate to 100%
  • If number of Stationed Military is lower than 8
    • Stop processing rules
  • If currently no production
    • Convert all Citizens to Scientists
    • If Empire is Low on Money
      • While number of Scientists is higher than 80% of Population Count
        • + Convert a Scientist to a Banker
    • If number of Stationed Military is lower than 16
      • While number of Farmers is lower than 35% of Population Count
        • + Convert a Scientist to a Farmer
    • Make sure enough Farmers are assigned to sustain its planets population
    • Stop processing rules
  • Convert all Citizens to Workers
  • While number of Workers is higher than 70% of Population Count
    • + Convert a Worker to a Scientist
  • Make sure enough Farmers are assigned to sustain its planets population
